The Prevention of Cruelty to Animals Act 1979 (POCTAA) is the single most important animal welfare and protection legislation in New South Wales. Based on an election promise, the NSW Minns/Moriarty Labor Government has introduced the Prevention of Cruelty to Animals Amendment (Enforcement and Operational Powers) Bill 2026 to update the POCTAA.
There has been no public consultation on the Bill, which in its current form, is completely inadequate, selective and disappointing. The Bill offers very little progressive reform for other-than-human animals and does not meet broad public expectations about how we regard and treat sentient beings.
