Oppose the Lithgow

greyhound death track rebuild

Speak up urgently for greyhounds by opposing the proposed Lithgow greyhound death track rebuild.

Lithgow City Council is currently accepting public submissions in response to Development Proposal - DA197-25, lodged by Greyhound Racing NSW (GRNSW).

GRNSW is seeking planning approval for various upgrades to the existing Lithgow greyhound race track including, racetrack lighting, a new judge’s tower built over the existing prefabricated tower, a new broadcasting office and judge and lynx camera tower on top of the existing patron’s grandstand, and a new maintenance shed.

We need to urgently unite to oppose this Development Application to stop another greyhound death track in NSW and end the unacceptable greyhound carnage on NSW greyhound death tracks.

Public submissions can be made up until 4:00 PM,
Monday, 16 February 2026

Why we’re opposing the proposed Lithgow greyhound death track rebuild

The proposed site

The site is completely unsuitable, situated within a Mine Subsidence District, an area where underground coal mining has historically been undertaken. Part of the site is also identified as flood prone land in the Lithgow Flood Study Review and is therefore considered to be a flood prone lot.

Unathorised works

While the GRNSW DA has not been approved, our investigations confirm unauthorised work is already being undertaken by GRNSW on the site without any planning consent. We are calling for an immediate stop work notice to be issued to GRNSW by Council.

The Estimated Development Cost for GRNSW’s Lithgow track upgrades proposal is $1,413,866 as confirmed by Connex Management and Construction and submitted by GRNSW. Alarmingly, the Lithgow greyhound death track rebuild is being financed by $3,272,150 of NSW taxpayers public money under the Greyhound Racing Capital Grants Program, but there is no explanation provided about where or what the balance of this public money is going towards.
